What is an Eligibility File?

An eligibility file is a recurring data file, sent by an employer, health plan, TPA, or benefits administrator, that lists the people entitled to a benefit or service, along with the coverage dates and identifiers the receiving vendor needs to activate and verify them.

An eligibility file tells a benefits vendor who it should serve. Employers, health plans, union funds, TPAs, and benefits administration platforms send these files to carriers, pharmacy benefit managers, and point solutions on a daily, weekly, or monthly schedule. The receiving vendor loads the file to activate new members, verify people who try to sign up, and end access when coverage stops.

What Is in an Eligibility File?

Layouts vary by sender and receiver, but most eligibility files carry the same core fields:

  • Member and subscriber identifiers, plus the relationship of each dependent to the subscriber
  • Name, date of birth, gender, and address
  • Employer, group, or plan identifiers
  • Coverage start and end dates, and sometimes the coverage tier
  • Contact details the vendor uses for outreach, such as email or phone

Eligibility File Formats

Most eligibility data moves as flat files: CSV, Excel, or fixed-width text delivered over SFTP, often PGP-encrypted. Carriers and some administrators use the X12 834 benefit enrollment transaction, which is covered in our 834 file layout guide. The receiver usually documents its expected layout in a companion guide or file specification, and each sender maps its own data to that layout.

Why Eligibility Files Are Hard to Manage

A vendor with hundreds of clients receives hundreds of eligibility files, each built a little differently. Column names and date formats differ, required fields arrive blank, and a client can change its layout without notice. Common failures include:

  • A file that never arrives, so terminated members keep access and new members are turned away
  • A truncated or empty file that, loaded as a full file, appears to terminate an entire population
  • Duplicate members, or dependents linked to the wrong subscriber
  • Coverage dates in a format the loader reads incorrectly

Teams that receive many files standardize every incoming layout into one internal member schema, validate each file before it loads, and alert when an expected file is missing or looks wrong.

Eligibility Files and Integrate.io

Integrate.io ingests eligibility files in any format, maps each sender's layout to your schema without code, and rejects or flags files that fail validation before they reach production. See how this works for point solutions, health plans, and TPAs.

FAQ

Frequently asked questions

Clear answers to the questions teams ask when evaluating Integrate.io.

What is the difference between an eligibility file and an enrollment file?

An enrollment file records the coverage a member has elected, such as a medical plan and tier. An eligibility file tells a downstream vendor who is entitled to its service and for what dates. In practice the terms overlap, and many organizations use one file for both purposes.

What format are eligibility files in?

Most eligibility files are flat files: CSV, Excel, or fixed-width text with a layout agreed between sender and receiver. Carriers and some administrators use the X12 834 transaction instead. A vendor receiving files from many clients usually gets several formats at once.

What is the difference between a full file and a change file?

A full file contains every eligible member each time it is sent, and the receiver replaces its records with the new file. A change file, also called a delta file, only contains additions, terminations, and updates since the last file. Full files are easier to reconcile; change files are smaller but depend on every previous file arriving and loading correctly.
